R U L E S
1. Only players who already have characters in the game may apply for ministry spots.

2. One Ministry character per player.

3. Ministry characters can be corrupt or they can be for great justice.

4. We'll decide how many ministry members qualify, so if you see 4 apps, you can still submit your own.

5. Do NOT apply for these positions with a character who is not suited for the role. Also do not apply for these spots just to give another character a Ministry BFF. It's cool if they know them a bit, but please, no BFF's.

6. Mods may contact in terms of certain plots that need to be carried out.

7. Ministry characters are able to punish students for misbehaving. They can only takes points if they do anything evilish. For points taking, they have the same restrictions as TA's.

8. All other in game rules apply to these characters as well.

Personality: Calm, collected, and mysterious. She tends to act suspiciously, even towards her 'allies', and always seems to be holding more information than she cares to reveal.

Brief History in Canon A supporting character, her actions are brief but highly influential. In SIGN, she began to assist the main characters by giving them sublime and riddle-like clues towards the right direction. Once they begin to solve her clues, she leads them to the mysterious Net Slum and protected them momentarily from Morganna. However, Aura awakened and Skeith entered the Slum, and Helba ordered everyone to retreat. In the Games, she plays a bit of a more interactive role - she saves Kite from being Data Drained by Skeith, and continuously teaches him how to use the illegal hacking program that Aura granted to him. When not giving Kite clues, she tends to collect deleted data. Once Kite starts to defeat the Phases more frequently, Helba makes herself more apparent, and begins to direct Kite's actions with assistance from Lios (an administrator). By the final battle, she develops a protection program for the party and creates a seperate server in which to fight the final boss. In the LEGEND OF TWILIGHT manga, her influence is significantly smaller, as she is only mentioned offhand and offers assistance through other characters in her stead.
Background (AU!Canon; HP): Helba's past is painfully blank for someone in such an important role, but it has been made somewhat clear that she has some sort of way to retrieve insider's information on the Death Eaters. As a result, her methods are often pulled into question, but her insight into the Death Eaters repeatedly proves invaluable. Though many tend to detest her methods and are suspicious of her ways, she seems to make it rather clear (in her own opaque way) that she has no intention to switch sides. Helba tends to surround herself with wizards and muggles alike that can supply her with information, and will often send them out in stead of meeting others in person. Her information is so heavily guarded by fakes, secrets and alternate histories that no one knows who she really is. At first glance, her background seems normal - a family tree, a full set of records from all sorts, the sort of detail one would expect from a normal person. But in most cases, with further inspection, contradictions can be found in her records, discrediting much of her history. She is reclusive, and few people are aware of her existance at all - some may have thought 'Helba' to be the code name of an information network. In her first year or so within the Ministry, she was placed under heavy observation due to her unconventional methods of collecting intelligence, but over time proved herself to be an incredibly valuable asset in the war against the Death Eaters.
What do they do at the Ministry?: One of the more successful information collectors, likely with some others underneath her.

Sample Interaction Post in First Person: ((In a private report to other Ministry members))

Currently, in terms of hard evidence, there is none to support that any members of the student or staff are part of the Death Eater movement.

There are a number of students, however, that have particularly poor family relations within that region that show signs of desperately wanting to remain on our side, but are not quite capable of proving their words with actions at the moment.

If you have a specific person for me to investigate, do use either your journal or leave it in the mailbox of my office. I will keep my door constantly locked, so don't bother trying to go inside.

If any of you happen to pick up on potentially reliable information, relay it to me in a written report, and I will review it that way.

Sample Interaction Post in Third Person: After meeting with a number of her informants and receiving their reports, she found a relatively secure room at a motel. She read her reports for a while, taking time to nibble on some lunch as she did so. Her expression was measured, despite no one else being in the room to bother her, and after about an hour of reading, she began to put together her own report. However, as was her nature, she didn't lay a hand on her materials, using a simple variation of the Locomotor spell to make the quill to write on its own, so as not to add her own handwriting to the piece. Skillfully compacting the information, carefully separating which details were fact and which were speculation, and maintaining a precise and to-the-point report, she finished the writing significantly faster than she read her information. Once her report was complete, she used magic to roll it up and attach it to her owl, which flew off to, not the direct address, but to a station where a supporter of hers would intercept it and use his own owl to send the message.

Helba leaned back in her chair thoughtfully as she looked at the reassignment notice she had received. "Hogwarts, hmm? This will be interesting. It will be the longest I have spent time in public, after all," Helba mused to herself. "I believe I will take up on the offer. There is information to be found in the grand halls of the school, after all... and if things continue at this pace, it will become the battle front. Yes, this is an optimal position, indeed..."

Why should this character be accepted for a ministry position?: [For the LULZ need not apply] She is a very realistic character in terms of abilities within her canon, and though extremely mysterious, she's incredibly resourceful. Because she's both highly influential and minimally active in the canon, she proves incredibly flexible and adaptable to the setting. Her method of working in her canon seems very adaptable to the SH world.
