R U L E S
1. Only players who already have characters in the game may apply for ministry spots.

2. One Ministry character per player.

3. Ministry characters can be corrupt or they can be for great justice.

4. We'll decide how many ministry members qualify, so if you see 4 apps, you can still submit your own.

5. Do NOT apply for these positions with a character who is not suited for the role. Also do not apply for these spots just to give another character a Ministry BFF. It's cool if they know them a bit, but please, no BFF's.

6. Mods may contact in terms of certain plots that need to be carried out.

7. Ministry characters are able to punish students for misbehaving. They can only takes points if they do anything evilish. For points taking, they have the same restrictions as TA's.

8. All other in game rules apply to these characters as well.

Personality: Like with most colonels in a TV series, Roy is special in his own way. At first, he might come off as being a womanizing, lazy, power hungry goofball. He always talks about his dates or writes them down in a journal. If that's not bad enough, whenever Riza's out he neglects his work in favor of calling various women. It makes it appear as though he hates working and loves the ladies. Aside from that, he constantly talks about taking over and becoming president. He wants to do this however necessary it seems which causes him to come off as manipulative as well.

In truth, he is a strong, intelligent individual that cares greatly for his friends and those that follow him. He knows what he has to do and does it, usually doing the right thing. When he finds Maria after she was accused of killing Hughes, instead of killing her he helped her escaped because he knew it couldn't have been her. The whole womanizing thing is actually not what it seems either. All of the things he writes about his dates are alchemy notes while those phone calls are him talking privately and in code with other members of his team that he trusts but doesn't want anyone else knowing what they're talking about. When Hughes was killed, Roy did whatever he could to find out who killed him. Of course, while asking people, he seemed all cool and collected about it. Once he got a yes out of Envy, there was hell to pay.

Brief History in Canon In canon, Roy is an alchemist in the army, more commonly known as the flame alchemist. He has an adopted mother and was mentored by Riza Hawkeye's father. He fought in the Ishbal War and killed many people. After the war, he gained the resolve to try to become fuhrer. A few years later, he was sent to a small village to find an alchemist that had potential. When he arrived at the house of this alchemist, he found a a bloody mess. He confronted the child who did this and convinced him to become a dog of the army. Years later, Roy has made it up to Colonel rank.

Everything was fine up until Hughes gets killed. This starts a chain of events that leads Mustang and the gang to find out that the heads of the army are involved in a conspiracy, the main thing being that King Bradley is a homunculus and that there was a plan to make a Philosopher's stone out of the nation. Bradley then separates those closest to Roy and makes Riza his personal secretary since he thinks this will make Mustang obedient. Boy was he wrong. Instead, Roy started an uprising against him, even going so far as to kidnap Bradley's wife and convince her that he was the bad guy. Roy also finally found out who killed Hughes. When Envy tells him, Roy completely snaps and tortures the hell out of Envy, as in he melts the guy's eyes twice. Thankfully, Riza stops him before he goes completely insane and then they have a touching moment.

Background (AU!Canon; HP): Roy Mustang was born in London, England to full blooded parents. He attended Hogwarts and was sorted into Gryffindor. When he was a teenager, his parents were killed by dark wizards and so he was taken in by a kind older woman who also owned a brothel. She was the one who introduced Roy to his future teacher/mentor with the last name Hawkeye. This man taught him far better than any school could, especially when it came to fire magic. Roy was still sent to Hogwarts and Master Hawkeye taught him during his breaks. However, his mentor died before he could fully reveal to him how use perfected fire magic. The task of finishing his education was left up to his daughter, Riza Hawkeye, if she decided to do so and she did.

It was around this time that Roy joined the Ministry of Magic and became one of their dogs. Not too long after that, he was sent to a battle between the Ministry and Dark Wizards that was concentrated in a decent-sized village. It was in that village that he found Riza and that she has also joined the Ministry. No one with ties with Dark Wizards was to be sparred were the orders he and the others with him were given. Many innocents were also, unfortunately, caught up in the battle. After the fighting, Roy became determined to become Minister so that he could change things. Slowly, he begin his rise to power.

A few years ago, he was given the order to investigate a use of underage magic. He found that two boys had done a taboo; they attempted to resurrect the dead. The boys were taken before the Ministry for punishment, but Roy convinced them that such talented boys would be an asset to the Ministry as well as that they had suffered enough. The Ministry agreed on the condition that he would become their guardian. Roy agreed and convinced Ed to agree to become a Dog for the Ministry by saying he'd have access to more information which could help cure his brother's paralysis.

And that is how Roy became the legal guardian of the Elric brothers. The boys did not live with him and instead lived with Izumi just so Ed and Roy don't wind up killing each other. However, due to the recent attacks on Hogwarts students, Roy has decided or in other words, was ordered to have the boys live with him. Al already knows but Ed still doesn't. Roy will break the tragic news to him upon his arrival.

The only difference between the day he saved the brothers and now is Roy's position in the ministry. He has since risen up to become one of the most prominent and well known members of the ministry.

What do they do at the Ministry?: Roy is apart of the Department of Magical Law Enforcement, part of the Magical Law Enforcement Squad in particular.

Sample Interaction Post in First Person: Back in Hogwarts again. I never thought I'd be back here. It isn't that bad seeing as completing this assignment will help me get closer to becoming Minister.

I am Roy Mustang from the Department of Magical Law Enforcement. Due to the recent incidents regarding Dark Wizards, the Ministry has felt in necessary to increase security by sending me. I will be keeping an eye on all you... right after my date with the lovely Candice this fine evening. And once I reply to Elizabeth's heartwarming letter. Perhaps I'll check in to see how lovely Stephanie is holding up after that man attempted to grope her.

Sample Interaction Post in Third Person: It was another day at Hogwarts, same old same old. As the children rushed through the halls, they could not help but notice Roy Mustang leaning against the wall with quill and tiny notebook in hand.

"The evening with Rebbecca last night was enthralling. The graceful way she moved caught the eye of at least ten men. Maybe one of those men would be perfect for you, Elizabeth. I'm certain I would be a better choice but I already have a prior engagement with another wonderful woman." Mused a loud Roy with a small smile on his face.

Several looks of disgust and irritation crossed the faces of nearby students as they heard the Ministry Member talking to himself and writing in what they thought was a journal. He had a date again? This guy was even worse than that Pre-Auror Training guy when it comes to women. This had to have been his fifth date in the last week. What the students had seemed to forget as they strolled off was that nothing was always as it seemed.

'Hughes and I located the hideout of several dark wizards, at least 10 of them. Proceed to go there and deal with them by whatever means necessary. I cannot accompany you due to having other matters to deal with.' Yes, that was an accurate enough of a description for Riza and if the document should get intercepted, they'll just think it's a friendly letter. A small smirk crossed Roy's face at the brilliance of this little way of speaking that he'd developed. It was perfect and it seemed too casual to contain any messages. With that final self-praising thought, Roy closed his book and started down the hall.

Why should this character be accepted for a ministry position?: It's canon for Roy to be in a powerful position and want to go even higher until he becomes most powerful, becoming Minister in this case. He is a Dog of the Military in canon so it makes perfect sense for him to be the Dog of the Ministry.
